Toronto has a few smaller fountains at the City Hall, Science Centre and the CNE, but nothing on the scale of the Trocadero. I have been to Paris at least a half dozen times, but unfortunately, always in the spring or fall when the fountains are off.
Here is another nice fountain on University Ave. http://www.city.toronto.on.ca/toronto_images/index.htm It is not very inviting for people though, since it's flanked on both sides by 3 lanes of traffic!

Anyway... these fountains are part of a public square which was recently completed, however I don't think you're likely strolling through them to cool off (just wish I was wrong). It seems that they have a rather lengthy list of restrictions and regulations regarding use of the square, plus a security presence to enforce them (calling in the cops if necessary). Somehow I think that as soon as anyone comes too close to the water, the rent-a-cops will be there to shoo them away... or call the city cops to arrest them.
