To any wetlook creators that may read this, I would love tremendously if you have a woman with a maxi skirt or a ball gown go into a jacuzzi and then turn on the air bubble jets so they can enter through the bottom of the skirt and inflate it to a massive size! If she holds the skirt down to keep it from rising, it should be able to trap a ton of air!
