I doubt it has anything to do with "national culture". It's all about the tastes and sensibilities of the individuals who started those sites. Mostwam can trace back to "Leonmoomin", from (I think) Bristol, UK. When Leonmoomin first appeared on the web, he was doing sort of "guerilla" style met or messy shoots. Examples: dumping some sort of liquid soap product into a fountain and talking any girl who might walk by into playing in the resulting foam, and talking a girl into covering herself in beans, syrup, etc. in an improvised studio, basically his own apartment. Eurowam was created by Flaviu, who seems to have somewhat different tastes, and seemed to be in collaboration with Wamtec before establishing his Eurowam brand. Mark of Wamtec has his own style and set of preferences, and I would speculate that the collaboration likely arose out of the overlap, with Eurowam representing its continuation.

Consider that the more "playful" the tone will result from more spontaneous action, and will be less likely to capture the best wet/messy visuals/effects. The best visual results come from more planned and choreographed shoots where there is tight control over lighting, and camera angles and model movements can be "blocked" in advance. Leonmoomin was much more about spontaneity, where Wamtec (and by extension Flaviu) tended to prioritize visual effect.

Romanians do everything very beautifully and correctly, with beautiful dancing movements. But they are not particularly exciting.

But cheerful English girls do everything more playfully. They often wear sexy clothes: black tights, transparent white blouses or dresses that stick to the body and tight miniskirts. If they bathe in mud, they roll around in the mud, make swimming movements, then they always wash off the mud in the shower and wash their hair with shampoo, which runs down their dresses in soapy streams. All this is very exciting.
