because of the police that's everywhere. Poland, despite some nasty stereotypes was very safe as a communist country. I mean if you went to a demonstration it wasn't safe, but petty crime was almost unheard of as Poles didn't have much and generally all had the same goods (though welthy tourists where sometimes theft targets). Since 1989 petty crime is on the rise and it's almost the same as in western Europe know, as the social structure had changed, and now not all have the sames, but there are rich people and poor and frustrated people... So as far as such petty crimes as shoe theft are concerned, yes I do think that dictatorships are safer, though I would never choose to live in one!

And Belarus is still a not really democratic country with police everywhere and everyone being watched closely. If you like democracy and freedom of speach, thats bad, but countries like that tend to be much safer then democratic ones. So whatever Belarusian city it is, it's probobly safer then Paris, London, Amsterdam, Berlin, Warsaw or Prague. And in all these cities girls aren't afraid of theft... so why be there?

Maybe it's just a Russian tradition, maybe even just Belarusian (the pictures are from Belarus). But it is an interesting topic, maybe someone from Russia or Belarus can help.
