Here's one thought:
From time to time, we encounter cross-dressers here. Some are up-front about it, some are not. Cropping, or using turned-head poses such as you suggest are typical ways to not just hide identify, but also to hide clues about the model's actual gender. Depending on the type of mask used, it can still be obvious that the model really is a woman, without revealing clues to her identity. I would say that this is a case where the model does not want to be identifiable, but they want it known without a doubt that these are pictures of women.

I think that if someone doesn't want their face seen, there are sunglasses, poses where the face is turned away, and simply cropped images that focus on the body.

Well, example here... I had full body images for the rest of the shoot, but this pose just worked out this way.
