Upon further viewing, it looks to me like it is a Russian actress portraying Paris Hilton, and this seems to be a mock film shoot as part of a reality program, maybe as part of an elaborate practical joke on someone. But, even someone fooled by the physical resemblance would surely pick up on the voice/accent unless they've never heard Paris speak or aren't that familiar with English.
