I know Roger and David...the 2 producers who made that video. You can ask them that question on their website....but I know for a fact that all videos made in the UK in those days were made under the strict licensing laws of the UK...known as the BBFC laws (British Board of Film Censor) and to release things on videotapes or dvd in the UK requires a BBFC ratings certificate. This is different to the U.S. rating system called the MPAA ratings system...because in the USA the 1st amendment Free speech laws means that ratings are optional...they are not mandatory, so in the the USA you are allowed to release UNrated films but the UK does not have free speech laws, so the UK Gov impose a mandatory requirement that all videos be reviewed and rated by the BBFC censors...and they are VERY strict where it comes to music soundtracks, and you cannot put unlicensed or copyrighted music on your video releases....so people in the video industry will buy royalty free music that is "soundalike:" music....i.e. you want some spy music for a Bond spoof....no problem...you can buy soundalike music from a CD where you are granted the rights to use that music on your videos...and it sounds similar to Bond music...but has things altered so that it is not the same as the original music etc.
So...I am not sure what musical piece you refer to...but I am pretty sure that Roger and David as well as myself, Nigel, Rob Blaine..and many other proiducers...all buy the same sets of royalty free music CDs from various sites that sell the rights to use those tunes....fyi I have more than 300 of these CDs filled with royalty free music....and I am sure Roger and David and other producers probably have the same sets of music too.....so I am pretty sure that what you said is true...i.e.you did hear that same music on Jimmy Kimmel....cos it is stock music that many video companies use.
Heck...I have head many local tv commercials in my area where they use that same muZAK too.....and it makes me laugh when I see a used car salesmen trying to sell his used cars on a local tv ad....and I recognize that music...and am thing..."hey pal....I use that same music to sell wet sweater videos and big breasted women covered in cream pies...ha ha
One day I was with my wife walking in the shopping mall...and we were in the Macy's department store....and they were playing some music in that store....and then my wife asked me why was I smiling.....and I told her....that last time I heard that music...we had 8 of our girls in wet stockings and girdles doing a striptease in our pool to that music....so it is a little amusing to hear that tune in a department store.....cos it makes me think of wet girdles and stockings.

The scene had a music track which included a reggae-sounding tune. As I watched the clip of Rob Ford's appearance on Jimmy Kimmel last night, I could swear Kimmel's band was playing that same tune as Ford made his entrance. I don't think I've ever heard that tune outside of those two contexts. My question(s) is/are: am I right that it is the same tune? what is/are the title(s), and who is it/are they by?
