Technically, anything that isn't conventional swimwear qualifies as wetlook, so yes, wet in shorts is wetlook. But, to me, the more coverage the better, and shorts don't do much for me either. For me, it has to go down one of two possible paths: clothing which becomes revealing when wet, like in this example: http://iwdb.wampedia.org/Image_1511 or clothing which is as far from conventional swimwear as you can get, like a business suit.

Just curious whether you consider shorts as being wetlook. Personally they do nothing for me.
