Personally, topless doesn't offend me, like smoking and ripping do, but I do prefer the tease of a braless wet blouse or dress. What would disappoint me is if there was less clothed content to make room for the topless, or if the price of the set is higher because of the topless content that doesn't do much for me. Then I would perceive that I am getting less for my money.

I think Tainster has the right idea. Start with a normal sized set of just wetlook. Sell it for an appropriate price. While you're at it, create some additional content, topless, ripping, whatever, charge a little more for the larger set and put it in a different category. People who are offended by it don't need to go there, or pay extra for it.

It would be interesting to see if the wetlook only version, or the wetlook plus topless sells better.
