It seems to be the Colegio Santiago de Leon de Caracas - same initials and the pics on their website show a similar building with the senior students in the same uniforms. Nothing to do with Leon moomin (I assume), but as has been noted several times before in the Forum, Venezuelans like getting their clothes wet!
