The do not speak about the nice feeling or something. They apparently are required to swim in clothes for some sort of exam or so. Leggings are forbidden. It is with this sort of exams that is becomes clear who is in wetlook or not. The wetlooker would jump in jeans and coat, the non-wetlooker seeks light clothes fearing he/she would be unable to swim in "heavy clothes".

They are talking about swimming with clothes and they talk about swimming with leggings or with regular pants etc.
