It's pretty simple really. Go to one of the free sites such as https://www.bing.com/images/create?FORM=GENILP or https://stablediffusionweb.com/ then type in what you want to see.
A prompt such as "portrait of a woman in rain, highly detailed, wet jeans, wet clothes, soaked, beautiful symmetrical face, highly detailed, intricate, sharp focus, 85mm, mid shot, trending on instagram, ultra realistic, concept art" will put you in the right direction.
After a few minutes of messing around you'll learn what tags work and what doesn't. If I understand it correctly, they work by drawing from already existing images on the web so a lot of the time you cant think logically about it and have to think more like a search engine. Even when you find prompts that work out you'll still get 50-75% nightmare fuel so a lot of time spent getting a good image is just weeding through the garbage.
You can get way more in depth with it by downloading stable diffusion and running it locally but I don't have the processing power currently to mess with that.
